12 UDB मारे गए व्यक्ति के भाई-बन्धुओं में से कोई सोच सकता है कि उसे हत्यारे की हत्या करके अपने भाई की मौत का बदला लेना चाहिए। लेकिन उस शहर में, हत्यारा सुरक्षित रहेगा क्योंकि यदि बदला लेनेवाला उसकी हत्या का प्रयास करेगा तो उस शहर के लोग बदला लेनेवाले को मार देंगे। जिस व्यक्ति ने गलती से किसी को मार डाला उसके लिए अदालत में मुकदमा चलाया जाए। BSB BSB: You are to have these cities as a refuge from the avenger, so that the manslayer will not die until he stands trial before the assembly.

But no one is to be put to death based on the testimony of a lone witness.
32 UDB यदि कोई ऐसे शहर में चला जाए जहाँ वह सुरक्षित रहेगा, तो उसे महायाजक की मृत्यु से पहले पैसे देकर अपने घर लौटने की अनुमति नहीं देना। BSB BSB: Nor should you accept a ransom for the person who flees to a city of refuge and allow him to return and live on his own land before the death of the high priest.
